need "The Newsgroups header is not valid" alert (or allow posting to non-ASCII
newsgroups)
in 4.x, if I subscribed to a non ascii newsgroup on news://news.webking.com.cn,
and tried to post, I'd get an alert "The Newsgroups header is not valid"
(and, it's not. since it's not in ASCII)
I've seen some docs / RFC suggestions on the web about how to handle this.
I'll go find them.
either we should follow the docs, or just throw up the alert and not allow
posting.

that's a good document, but I was thinking of a document that discusses how to
encode the non ASCII characters.
http://www.nacs.uci.edu/indiv/ehood/MIME/2047/rfc2047.html
covers it, but I'll check if rfc 2822 has obsoleted it.
