The Mail Center cell on www.compuserve.com is out of alignment with the rest of
the entry page table (see attached screenshot).

Confirming in Linux Build 2001050721.
The cell in question has a form in it and there's a style for forms in the page,
which is:
<STYLE type="text/css">
form { display: inline; }
</STYLE>
This is what is causing the problem.
I have a minimised testcase.
