Not a recent regression - also occurs with 4.0.1. Might be triggered by a recent change in twitter?
STR:
1. Log in to twitter.com
2. Hit the enter key 5 times in the Compose new tweet textbox.
3. Type random characters.
Actual results: the characters aren't displayed. No scroll bars are displayed to review typed characters.
Actual result in Chrome: no scroll bars either, but characters are displayed according to the current position of the cursor.

If you want to change this to an evangelism bug, please reopen this. I'm hacking our code in bug 795785, it's not good behavior for CSS overflow:hidden; though.
