This patche also fixes the pref migration problem bug# 79252. I built this only on windows. probably will not build on unix and mac. I might have to move migrationservice.js from ..prefs/resources/content to maybe src.

Discussed at mail news bug meeting. Decided to minus this bug--also we think this is fixed. Is this fixed?

It is not fixed; however, the service itself has some design changes coming, so it's not entirely clear whether this bug will continue to be relevant.
