We currently require a specific ordering for the carrier, OEM, and Mozilla keys. We should change this to allow any ordering.

Based on the whiteboard content, I don't think we should block on this. That doesn't mean we can't land it at some point, of course. As always, feel free to disagree and change the blocking-basecamp flag.

Agreed, see also bug 799652 which should be blocking-basecamp - as well. I'd change it myself but I don't want to step on any toes.
