It's included as resource://gre/modules/ForgetAboutSite.jsm while it's a browser module.

In fact, this was indirectly fixed by bug 799229.

Oops, sorry. Just to make sure that I don't get this wrong in the future, what is the difference between resource://gre/modules and resource://modules?

There are two parts of a xul application: the app part, and the gecko (gre) part. resource:/// and resource://app/ point to the app part, resource://gre/ to the gecko part.
In Firefox, at least until bug 755724, and unless you build it as a xulrunner application, both resource:/// and resource://gre/ point to the same location, so discrepancies go unnoticed.
In the past, this was only making problems to xulrunner applications, mostly, but now, this is going to be a problem for metro builds.
