When scrolling through the settings in the settings.app, it briefly highlights the item that i started panning on. This is confusing because every time that happens I think that I selected it.

I don't think this is polish. I think it is more structural since it happens for all kinds of scrollable lists. In the phone UI but also in apps. I can dig up some more examples.
Fixed by bug 823619.  The tap-highlight delay is currently 50ms and can be tuned to taste.
