As a user, when an attempt to pair over Bluetooth results in a failure to pair, I want to be informed that I must "Check that the device you're trying to pair with is in range, has Bluetooth turned on, and matches the PIN displayed on your phone", so that I may troubleshoot the "Unable to Pair Devices" condition.

Yes, we've implemented this user story. For any device that the user is trying to pair with, if he didn't response the request, he will see a failure to pair screen after a while. But if the user manually cancel the request, he won't see the failure screen because he does this on purpose.
