the Do Not Load Images option in Privacy and Security | Images does not appear
to be working. Images load anyway. Is that way in 0.9 as well.
Reproducible: Always
Steps to Reproduce:
Load any web page with `Do Not Load Images' turned on.
Actual Results: Images load anyway.
Expected Results: Placeholders instead of images.
Totally fresh install of 2001061604 after nuking of c:\program files\mozilla and
c:\winnt\profiles\[username]\application data\Mozilla directories.
