Change all filters to "Relevance" and "Popularity" for all categories and searches

Some categories have filters with "Popularity" and "Rating" while others have "Relevancy" and "Rating". We want to standardize these so that the filters are consistently:
"Relevancy" and "Popularity"
Generalizing to "Popularity" (rather than Ratings) will allow us to create a secret sauce that can take into consideration things other than ratings.
The sort should be "Relevancy" by default.

Category browse pages have "Popularity" (which is based on the number of app installations):

What would "Relevancy" mean when you're on a category browse page (https://marketplace.mozilla.org/apps/games/)?

Not all categories have "Popularity". Books & References has "Relevancy" (https://marketplace.mozilla.org/apps/books-reference).

Chris--thanks for clarifying how the sorting currently works. I put together this Google doc to review what we have now for sorting and what other app stores do (https://docs.google.com/a/mozilla.com/document/d/1vUFKDUSAAepXzEqSxf6cbe-pIpL-yQJLd1bSQrJBtz0/edit)
I think we have a couple of options in the near term...
Option 1
• Keep “Popular” and “Ratings” as two separate sort options
• Category sort: Popularity | Ratings
• Search sort: Relevancy | Popularity | Ratings
Option 2
• Collapse “Popularity” and “Rating” into one sort “Popularity”
• No sorting for Categories at this time (just default the list to “Popularity”)
• Search sort: Relevancy | Popularity
Option 3
• Collapse “Popularity” and “Rating” into one sort “Popularity”
• Sort for both Category and Search will be: Relevancy | Popularity
The Amazon app store does sort by default on "Relevancy" in their categories so its not totally weird. "Relevancy" would mean what are the most relevant apps in this category. We could also use it to push up apps we want to feature.

Ok, since I haven't received any feedback, let's go with Option 3:
Change all filters to "Relevancy" and "Popularity" for sorting search queries and categories. By default sort by "Relevancy"
This means we will collapse the current “Popularity” and “Rating” sorts into one sort called “Popularity."

How should we measure "relevancy"

For search, "Relevancy" can be what it is today.
For categories, "Relevancy" sorts by the "most relevant" apps for that category? In the near term, since we already have a relevancy ranking for searches can we use the same algorithm for categories, i.e. if I search for "games" rather than utilizing the category name what do I get? In the future, editors could have some control to feature certain apps in categories and bump them to the top. Relevancy could also have a personalization aspect, i.e. showing local apps, apps in your language that are more "relevant" to you.
Let's figure out if we have an algorithm we can use for "Relevancy" for categories today. If we don't have one let's talk with the content folks about the ideal sort to bubble up great apps that's different than a sort by popularity.

Relevancy should be "Relevance"
