stop raising exception when missing data for a counter (1.0)
We should probably give a link to this bug and/or more reasons why. This all seems perfectly sensible if you've been to today's SfN meeting. Now imagine if we handed off talos to a new guy....

we should revert the couple patches we have to turn off collection of counters which were intermittent.
