RILContentHelper has only one instance in each content process. However, in Multi-SIM configuration, we will have multiple telephony related instances in each content process. That is, some identity for each telephony related messages sent/received in RILContentHelper is a must.

Since several APIs use RILContentHelper/MobileConnectionProvider and this bug might cover too many, I would like to file 3 more pieces, including telephony, voicemail and mobileconnection, and let this bug track those.
