Bug 812829 introduced build/multilocale.py.  As we're getting rid of the Python dependency, we should rewrite this to JavaScript.
Do we still need to do this?  Python is still in use nearly a year after this bug was filed and is being used by build/settings.py.

If you still think we need this, please reopen.
