Pressing Ctrl+Enter in the address bar after typing a keyword does not go to the intended URL if an auto-completed URL has already filled up the address bar.

Details
What I did: I wanted to visit paypal.com and typed "paypal" (without quotes) in the address bar. The address bar automatically got filled up with the string "paypal-community.com/" (without quotes) with the part "-community.com/" selected. I pressed Ctrl+Enter.
What happened: Fx started loading "https://www.paypal-community.com/".
What should have happened: "http://www.paypal.com/" should have loaded. (The auto-filled up URL should load on pressing Enter, not on Ctrl+Enter.)

I see the described behaviour in Firefox 19 beta on Windows 7.
I reckon this is a bug because I found the behaviour surprising. (I'm willing to be overruled if this is a design decision.)
