Move CHECK_PRINCIPAL from nsContentPolicyUtils to ContentPolicy service?

Details
To make content policy checks work consistently, I think we should move
CHECK_PRINCIPAL to nsContentPolicy and do the principal check before calling
any content policy implementations.
