Steps to reproduce:
Working with Nightly Build 20.0a1(2012-12-17), my theme from release build carried over. The theme is FXChrome (sorry, makes it easier for me to switch back and forth). Theme page is here: https://addons.mozilla.org/en-us/firefox/addon/fxchrome/.
I inspected a page element to bring up the developer tools.
Actual results:
The developer tools opened as expected, but the primary menu bar at the top of the dev tools lacked its styling and most labels. You can see this behavior in the attached screenshot. (Note the lack of labels for 'open in separate window', 'responsive mode', 'tilt', etc)
Expected results:
Disabling the theme corrected the issue and the developer tools menu appeared as it should.

It looks to me like Heathers recent theme patch fixed this. Can you confirm please?
