Can this be demonstrated over a short period of time with thunderbird starting in safe mode? Anything unusual in activity manager or error console?

Nothing unusual in either log. What is your definition of "short period of time"
(In reply to Anand Kumria from comment #3) > What is your definition of "short period of time" Probably below 1 hour.

Anand, does this reproduce with a mozilla supplied build? for example from https://ftp.mozilla.org/pub/mozilla.org/thunderbird/nightly/19.0b1-candidates/build1/ ... or a version 17 location

Hi, I've upgraded to v19b2 and I no longer see the high CPU usage, so the problem has certainly changed dimensions. I've not had it running long, so I'll update things in about 12 hours but currently at 3.5Gb / 62% usage
