Details

The PageContext applies either declaratively or when no other contexts are declared. It is documented as "The page context occurs when the user invokes the context menu on a non-interactive portion of the page". But it also applies to designMode documents which are pretty interactive. This might be a bug.
Let's take another look at this, I think we can wontfix it.
