If you have a transparent GIF and set its size in either a stylesheet or in
HTML, the GIF will not be displayed.
I'm not sure if imagelib is the right place for this bug or not, but it seems to
be, so here goes......
Reproducible: Always
Steps to Reproduce:
1. Open recreation. Note that the transparent GIF (the first series of images)
does not display when it is sized. Normal GIFs and JPGs are displayed correctly
Actual Results: Transparent GIFS with size attributes (both width and heigt)
are not displayed.
Expected Results: All images should be displayed when sized, no matter if they
contain transparent images or not
Lots of sites use transparent gifs - marking major as a result. Feel free to
knock to normal if you disagree.

Notice that the transparent GIF *is* displayed with sizing parameters if the
sizing parameters exactly match the native size of the image (in this case 30x30)
