Steps to reproduce:
1. Go to http://people.mozilla.com/~nhirata/html_tp/elephants-dream.webm
2. Tap once for the video controls.
3. Tap on the speaker button.
4. Tap on a further point on the seek-able playing progress bar.
Expected results:
After step 3 the video sound is muted. After step 4 the video starts to play from the selected point and the sound is still muted.
Actual results:
After step 3 the video sound is muted. But after step 4 the video starts to play from the selected point and the sound is enabled.

I can reproduce this too, Galaxy Nexus (21/20).
