[RFE] Need ability to set minimum font size in Mozilla

Details
As a usability enhancement, there should be a font setting in the UI that allows
users to set a minimum font size that could be displayed.
For example, if a web designer likes having 8px fonts, but the user on the other
end can only tolerate 11px fonts at the smallest, then the page would be
unreadable to the user. But if there was a minimum font UI setting, the user
could set it to 11px and all fonts smaller than this would be forced up to 11px,
and the page becomes readable to that user.
From I heard, the OmniWeb browser on Mac OS X supports such a feature.
With varying monitor sizes and resolutions, people's varying ability to read
small text, and many web sites that use relatively small fonts, this feature be
VERY useful (and maybe give us an edge on other browser, hehe).

Yeah, it's a dup of bug 30910. I did try to search for this bug prior to filing
this. If only looking for dups is easier. Marking dup.
