A form on my Intranet, which is set to send its data via the <form
action="mailto" enctype="text/plain"> attribute is not working correctly.
Rather than send the data to the smtp server a new email message is created.
The new message has the from line, to line and subject lines all corrected
filled out, however the data from the form is missing. Netscape 4.7x works as
expected, sending the data out via the defined smtp server and does not create a
new, blank email message. This bug exists in both Netscape 6.01 and in Mozilla,
the lasted built [Mozilla]

We _should_ be creating a new message (per http://www.ietf.org/rfc/rfc2368), but
not filling in the form data is a (known) bug.
