Steps to reproduce:

Message filters have been set up to run when new messages are received.  
These filters move messages to a variety of folders within my inbox.
I am commonly receiving files between 500Kb and 20Mb which are being filtered.
I am connecting via IMAP and running on Windows 7
My internet connection is advertised at about 10Mbit


Actual results:

Thunderbird moves the messages to the correct folder, but seems to only transfer the first 176Kb of any attachments.  This causes corrupt files on my local system copy of a message.

Logging into my webmail shows that the original messages still have full attachments that are not corrupt.

Not filtering the message and leaving it in the Inbox results in messages being correctly downloaded with their full attachment.

Messages seem to be being moved prior to the full download of attachments, or attachments are not being synced with the server following being moved while incomplete.


Expected results:

The attachments should be transferred, re-downloaded, or somehow appear in the new folder location without manual interference.
