In order to do more and more complete testing of Balrog we need to backfill it with data imported from the existing AUS.

With bug 852738, this is probably just enabling the balrog submitter on all update-enabled branches a few days early, and making sure we have the OS deprecation rules set up.

We're already submitting desktop and android data here for m-c, m-a, and some branches like ux, oak. Treating this as a soft blocker because it would be great to verify the logic in the release case too, but not essential.
