bug 600307 introduces localStorage data early async preload.
There was a suggestion to do this async load also for tabs that are inactive (dormant) after session restore. With bug 600307 we do it only after user switches to a tab. This could be a significant improvement mainly for mobile.

It's not clear this enhancement concept makes sense anymore since in the intervening ~9 years the number of tabs that might be inactive/unloaded is extremely large. If we want something like this, it likely makes sense to provide an affordance for Session Restore and the Tabs UI to reuse/expand the existing notification path that a load will happen that already triggers our explicit preload API.
