I think this is somewhat linked to bug 379290, but definitely not the same thing. On crashing, a user should have the ability to choose automatic submission (and restart of Firefox) upon future crashes. This option should also be supported via the application preferences. It already sucks to crash, but forcing the user to deal with it manually should not be the only choice.
That bug was intended more for automation purposes, but the underlying machinery would probably be the same. I think the biggest issue here would be getting the UI right.
Making this decision in the crash reporter dialog itself might be difficult, if we apply the decision also to plugin crashes or vice-versa. I think that might require extensive UI thought. I also worry that many of the users who currently take the time to submit crash comments might use this option and we'd actually lose some data quality as a result. We'd have to measure to find out, I guess. Allowing users to make this decision in the "Data Choices" pane might make more sense, but you'd also have to expose the decision about whether to submit the crash URL, which is a separate decision from whether to submit the crash.
