We would like to have -- and maintain -- probes to measure how long particular tabs take to serialize (e.g., Google tabs with tons of hidden state), as well as the operation of the session store/session manager API as a whole.

Sorry, should clarify. We definitely *don't* want to track domain, URL, or other such. The basics would be a distribution of tab serialization times, possibly with a correlation to some characteristics (e.g., to confirm a hypothesis that tabs with lots of form field data take a long time to write out).
But yes, we should flag for privacy review when beginning this work.
