There is a comment in setup-cards.js to remove the debug card / mode before launch. I'm filing a bug to track that this is done. My test with the 01-21 (06896de5) beta build shows that the menu still exists though disabled by default https://github.com/mozilla-b2g/gaia/blob/master/apps/email/js/setup-cards.js#L518 https://github.com/mozilla-b2g/gaia/blob/master/apps/email/js/setup-cards.js#L830
I'm thinking we actually want to keep the debug card/mode around. I was being paranoid when I wrote that comment; I'll probably just want to remove the comment.
