The set of all open bugs which block this bug is not what you want for "I want to turn off Fedora browser-chrome and mochitest-other." For that, you want bug 847558, the probably unfiled "when Ubuntu VMs running browser-chrome don't hit bug 847558, they generally time out in browser_bug410900.js", and the apparently unfiled bug about the test_fullscreen.xul failures in mochitest-other.

we could turn off tests and get them to run, otherwise it looks like all of these are blocking us in one way or another.
