Steps to reproduce: 1. Open the Firefox Start page. 2. Tap on any of the tiles. Expected results: The Firefox Start page disappears, the progress bar appears, and the page begins loading immediately. Actual results: Nothing happens for a while. We should update the UI immediately when loading a page as the result of a browser chrome interaction, rather than wait for the web progress listener to tell us the location has changed. I'll attach a test for this in a second patch.
