User Story

As a consumer, I would like to be able to use in-app purchases on Android.

As a developer, I would like to include in-app purchases for the Android version in the same way I do for my open web app in marketplace.

For in-app purchase, the APK will need access to trusted UI, mozPay and and all payment processes**

This bug was established to track Payment and Identity stories for Android.  The stories are largely based on FFOS Payment and Identity stories, but we need to ensure they are implemented correctly for Android.

Thanks Caitlin, if we don't need the MCC/MNC info for v1, that's easier.

As my understanding, we can include in-app purchases in Android if it's not submitted via Google Play. If Google Play, then it has to use Google in-app purchasing, not any external solution.
