Whether an app update is 3 megs or 22kb, the app update keeps getting stuck at around 95% downloaded. STR: 1) Check for updates 2) Click on update notification (for maps, and test API apps), and choose install 3) Update notification gets stuck at 3.12mb out of ~3.3mb (or 10kb out of 22kb). I am seeing this repeatedly on my dogfooding phone with updates for Calculator and Nokia HERE

I'll test before I send this into triage

I'm not seeing this bug either with general app updates.

Can't repro with maps either. WFM.
