Details
Location bar auto-complete is not inheriting the user setting for 'Location Bar' behavior.
To observe this bug:
(Using a clean install is recommended, however after you understand the issue it is not required)
1. Launch Firefox.
2. Ensure you have cleared all browsing history.
3. From the 'Firefox' menu (upper left corner) select Options -> Options.
4. Select the 'Privacy' tab.
5. In the 'Location Bar' section (bottom) choose the 'Bookmarks' option.
6. Click 'OK' to close the options window.
7. Enter "Facebook.com" into the location bar and press enter.
8. After the page loads navigate to "Google.com"
9. After page loads clear the location bar (Click location bar, press backspace)
9. Type the character 'F'
Result:
The location bar will attempt to auto-complete the text, displaying 'Facebook.com'
Expected behavior:
The location bar should not auto-complete, as the 'Location Bar' settings have been set to suggest 'Bookmarks' only.
The location bars 'logic' and user privacy are both issues here:
-If the user chooses to ONLY display 'Bookmark' suggestions in the location bar then auto-complete should not 'suggest' (that's basically what its doing) anything that is not a bookmark item.
-Privacy problem might seem trivial - if this bug is occurring a user has history enabled. However, if a user does not want any indication of browser history from within the location bar that should be honored.
The auto-complete action should inherit from the selected location bar 'suggestion' settings, or a note added to that option noting that auto-complete may display any history item.

Thanks for the bug report, Steve. We're already tracking this issue - the current plan of record to address this is to fix bug 810930.

Looking the description of 810930:
"autoFill should obey history-only or bookmarks-only autocomplete options"
This doesn't describe the problem very well (e.g. autocomplete does not have any 'options' in the panel, its actually the Location Bars - 'Suggestion' option). I did search for the bug before filing it, however did not find 810930. If you have the ability I would suggest changing the description to reflect the actual component/option names.
