Attachment 717498 [details] [diff] is what I really want here, but part of it triggers a strange failure in some unrelated chrome test on OS X. So for the time being I propose we land the part that doesn't cause failures. This makes location changes in background tabs correctly remove transient notification bars, but reloads in the selected tab still won't be handled until we fix bug 839516.
