Bug 846020 lets us read the user's account settings.
Bug 846029 lets us update the user's account settings.
This bug covers the front-end implementation of the Account Settings page for both anonymous and authenticated users.

We're not doing language in the account settings anymore, that's something that's done at the device level. When we add desktop support, we can add it back in for non-FXOS users.
