Cc'ing Rod, upon further thought I'm pretty sure this is a layout/form control
issue (we've had problems with input type="file" in the past).

Works for me on Win2K, but I also have some focus patches in my tree that might
be affecting things.

Anyone want to verify that this is a win98 only issue?

This does not work for me on win2k with 2001061108 *IF* I either drag the link
to the testcase into a new browser window, or if I select the URL from the
history dropdown.
Otherwise (e.g., type in URL bar and hit return, or do a reload, or click on a
link to the testcase) then I can set the caret in the text field.

Using John's steps I can reproduce this (or at least what John's seeing) on w2k.
It seems though that it's only not displaying the blinking caret. I can still
type and the text comes up.

If the content area of the page you drag the link into has focus before you do
the drag/drop, the cursor shows up correctly. It is only if it doesn't have
focus, in the case where you drag onto it, that the cursor doesn't show up the
first time.
