Currently, every invocation of configure leads to a different autoconf.mk because of MOZ_DEB_TIMESTAMP, which changes every time. This leads to a lot of things being rebuilt during incremental builds. However, its value is actually used nowhere. The only place where MOZ_DEB_TIMESTAMP is used, it is actually defined in the corresponding Makefile, which makes the value inherited from configure useless.
