Steps to reproduce:

Viewed the image at http://upload.wikimedia.org/wikipedia/commons/8/8a/Plates_tect2_en.svg, it is 4167 x 2844.  Pressed Ctrl+- repeatedly to zoom out of the large image.  Zoom was at 50%.  I'm using 2.16.2 on Windows XP.


Actual results:

The image zoomed out, but the scroll bars were scaled by the zoom factor and became narrow and hard to use.  Zoom of 50% was not far enough to view the whole image, and I set a custom zoom of 30% (the minimum) through the View menu, the scroll bars became even smaller/narrower.  Also, when zooming in to 300% the scroll bars become unnecessarily large/wide.  This also happens with .jpg images.


Expected results:

The scroll bars should not be affected by the zoom factor.  Google Chrome and IE8 do not change the size of the scroll bars when zooming in or out.
