I've talked with Mozilla Hispano community.
They have had this discussion between them, since many countries in South America use 24 hour clock format.
The consensus was to use 24 hour clock format

With respect to the clock, it seems better to have the two options, both 24 h AM / PM at least in some LATAM regions are used to AM / PM more than 24 h. I'm thinking of doing a small survey of Mozilla Hispano and Mozilla Brazil about the issue

We can have both options, and be set apart from the locale.
But we agreed on the past to use 24h by default for spanish-spoken countries.
