Steps to reproduce:

This bug only occurs in v19.0 and above (including v20.0 beta).

In Private Browsing mode, Tools>Options>Privacy>Show Cookies.


Actual results:

The list of cookies is blank, even though there are cookies on the computer.


Expected results:

There should be a list of cookies currently on the system, allowing me to select which ones to delete.
This problem has also been described here, with no resolution:
