Details
We promised folks they could transfer the ownership of their themes around but it turns out the /ownership page doesn't work for themes. This bug is about setting up ownership transfer for themes.
Eg. This page: https://addons.mozilla.org/en-US/developers/addon/imdb/ownership
We should be able to add "/ownership" onto a theme edit page and see the form there. The license/EULA/Privacy stuff shouldn't show up.

We agreed there would be only one owner/user/viewer/author per theme - do we want still want that to be the case?
