bug 855912 added a devhub feature to test paid apps but it requires a manifest URL. Can we add support for packaged apps? The developer could then upload a packaged app, get an install button, and the app would receive a test receipt.

bug 821207 means the phone will refuse to accept any packaged app not signed with the official marketplace key. We cannot sign as-yet-unreviewed apps using that key, so therefore we must sign work-in-progress privileged apps with some other key and the manually load a corresponding cert onto the phone, right?
I'm not sure what all of our options are or what the best fix is. On Android the pattern for this is that as a developer you flip a switch on your phone to install any kind of package (i.e. you make your phone insecure). Maybe we can do something easy like that?

What do we need to move forward with this? Should loading the certs onto the phone be right way to go? If so should file some bugs on that?
I've added the ability to use Andy's API to fetch test receipts to the FxOS simulator. Currently working on being able to push that test receipt to device. Not sure what the story is on Android.
I think we will postpone work on test receipts for Android until we've clarified what apps for android will look like at the end of the year.
