I could have sworn this was fixed for a brief period, but now it's broken: When
you click on link that leads to the dialog that lets you choose how to handle a
certain file type, there is no way to set "Save to Disk" as a default.  About a
month ago there was a quite improved dialog that allowed you to fix this, but
then it went away.  It's pretty darn annoying.

Steps to Reproduce:
1.click on link to a file (ie: mozilla-win32.zip in the nightly dirs)


Actual Results:  File type handling dialog opens, with a default option, and a
choice to set a new default handler.  However, you can only set an app that can
handle the file by default, you can't make "save to disk" a default.

Expected Results:  Some way to make "save to disk" a default.

I can't find any other bugs relating to this particular dialog, probably because
I don't know what it's properly called.  I thought this problem, and the dialog
itself, were fixed a while ago, but now the old dialog is back.
This is a dupe of bug 80557.
(he "Set Default..." dialogue after clicking a file link should include the
option to "Save to Disk".)
