We should port this to nunjucks and make sure it plays nicely with our L10n.js: https://github.com/mozilla/zamboni/blob/5426aa9/apps/amo/helpers.py#L231
This will allow us to display "1,234 reviews" (or "1.234 reviews") instead of "1234 reviews."

We'd need to extract the rules from babel and rewrite them in JS.
