Ok have reproduced this on aurora on android 2.3 seems to be related to re-sizing of the report abuse screen when rendered. 

After the report abuse is posted the page appears to resize itself again. Occasionally the notification happens before the visible resizing and this results in the notification ending up smaller than it's parent. 

Need to investigate the cause of why there's a visible resizing happening.

I just changed the styles so that they aren't based on widths for mobile. (right: 0 instead of width: 100%)

I can't repro the issue anyway, but this might just fix it if it's caused by width calculation issues.

This has caused the notification to move to the right with a gap on the left. 

I think this actually a platform bug. The zooming effect seems to be related to the appearance and disappearance of scroll-bars in the page when the keyboard is displayed or hidden.

If it's a platform issue then there's nothing more we can do on this one. Feel free to file a bug against FX for Android.
