AR: CTP overlay is not displayed
This is repro only for vulnerable plugins.

Repro on FF 19. I couldn't get the exact range due to blocklist limits, but I think this was introduced from the beginning with CTP blocklisting (bug 760625 ?).

There the overlay is displayed, but it's not clickable. Here, no overlay is displayed.
