turbo on, Accounts Settings for Mail servers not showing the change after closing app.

Details
Using build 2001-06-21 on win xp beta, with turbo=on the Account settings for
IMAP delete do not hold with just closing the app. So users who want turbo on
must Exit the app or Shut down system to have the settings hold.
Note: with turbo off- user can Close the app and have the settings hold.
1. Launch the app (with tubo on) having IMAP delete set to Move to Trash.
2. Open mail and change Account settings to Mark as Deleted.
3. X-close
4. Relaunch and open mail
5. Delete some messages, they appear to go to the trash.
6. Closing the app and relaunching doesn't show the change. User has to Shut
down the system to see the change (all the marked msgs do show up as marked
after the shut down).
If this scenario is performed with turbo off, Closing the app then opening shows
the change.
Using special turbo builds with fixes for switch profile, these setting now hold
or save when closing. Will wait for that build to be official before testing
this again. Also note: the preference for changing mail 3-pane window layout
also holds, it didn't with the same build this bug was logged against. Check
both of those when the switch profile fix goes in.

Can you retest this to ensure it's still happening? (I suspect it is).
Maybe this needs to fire off the really-quit topic to the observer so we know to
really shut down? It's such a pain, though, that we have to be secretly
inconsistent sometimes and shut down completely, and I'd like to keep such cases
to a minimum. Why does this pref require a full restart of the app, anyways?
Shouldn't Mail be enough, at least?

The mail account mgr now (since bug 86021 went in) observes the profile shutdown
notification and it's doing all it needs to on that.

Reassigning to conrad. I tested with your patches for both bug 99117 and bug
99387 and this doesnt happen anymore. I would resolve this as dup of one of those.
