"OK" button does not work when hitting the "Return" key

When downloading a file from a link in the browser, a window pops up asking
"What should Mozilla do with this file?". The "OK" button in this dialog cannot
be chosen simply by hitting the "Return" key on the keyboard. Even though the
"OK" button is outlined in black as if it is the default action. Using the
mouse to click on the OK button works fine.
Reproducible: Always
Steps to Reproduce:
1.Click on a link in a browser window to download a file
2.Try hitting the "Return" key once the resulting dialog box comes up
3.Notice that nothing happens.
