I don't think we need that, since we never landed webapps code only on b2g18 if I remember correctly.
If the test passes on b2g18 I don't see a reason for not merging it though. Would prevent doing bad uplifts. But if this needs more work I'd tend to agree, not sure we'd get a great value for this work.
Given bug 875164, this is wontfix.
