What problems would this solve?

Users have more control, expectation, and accuracy in the search results that are returned.
Who would use this?

Users searching within MDN, but those entering via google search will also benefit from the work we are implementing here as it effects the way we allow users to navigate through related docs.
What would users see?

The ability to filter when performing a search from the search field in the main navigation bar. The ability to change these filters once search results are displayed.
What would users do? What would happen as a result?

Users may be more likely stay within MDN search results to try to find what they need rather than leave immediately (back) to google.com to perform their search.

We talked about filtering on topic, language, and document type. Does this bug involve those features, or does another?

Yes, this bug is for exposing filters like language, topic, and doc type to users when they search.
I am breaking the UX search bug into separate components. UX bugs are also separate from dev bugs.
I need to break the large PDF apart and add them to all the (now separate) UX bugs related to search. I will add the visuals for this bug by the end of this week.

Hm, we've exposed topic and doc type to users when they search. Does that make this half complete?

We've dropped the doc type filter. I'm negative on the topic filter as well. I think users have been well trained by Google to just type words rather than filter.
